ISRO quells concerns over growing private sector role in space tech

ISRO stresses it will remain India’s core space R&D institution as private firms, startups and PSUs take on production and commercialisation to grow the $8.4 billion space economy

The Indian Space Research Organisation (ISRO) has rejected speculation that the space agency is being privatised or that its role in India’s space programme is being reduced, saying such claims are “completely baseless and incorrect”.

In a post on X titled “ISRO’s Next Chapter: Leading India’s National Space Ecosystem”, the space agency said there had been “considerable reporting in parts of the media around the future role of ISRO including speculations and misinformation” about its future.

“We wish to categorically state that ISRO will neither be privatised nor will its importance be diminished,” the agency said.

The clarification comes amid concerns raised by ISRO employee associations over the growing role of private companies and public sector undertakings (PSUs) in activities traditionally carried out by the space agency.

ISRO said it will continue to remain “India’s principal institution for advanced space research and technology development, national and strategic missions, space science and exploration, and critical and frontier space capabilities.”

ISRO said greater private-sector participation in the space sector should not be interpreted as an attempt to reduce the agency’s role.

“Participation of private sector in space is not about reducing ISRO’s role,” it said. Instead, the objective is to enable ISRO to focus more strongly on the “next generation of India’s space programme”, while industry scales up mature technologies and capabilities. “What is changing is not the importance of ISRO, but the scale and structure of India’s space ecosystem,” the agency said.

ISRO said the space-sector reforms initiated since 2020 and institutionalised through the Indian Space Policy 2023 are aimed at creating a “larger, stronger and globally competitive Indian space ecosystem”.

Industry, startups and academia are being enabled to participate across the space value chain, the agency said, “complementing and multiplying ISRO’s capabilities”. “The reforms should therefore be seen as ecosystem expansion and capability multiplication, not privatisation,” ISRO said.

The agency also addressed the transfer of technologies to private industry. ISRO said it has already transferred multiple technologies to industry and stressed that “transferring a mature technology does not mean ISRO is withdrawing from that domain”.

Instead, the move is intended to enable “large-scale production, commercialisation, innovation and access to global markets”, while allowing ISRO’s scientific and technical workforce to focus on advanced research, next-generation technologies and complex national missions. “The transition is therefore towards an ‘ISRO-led national space ecosystem’,” it said.

What will ISRO focus on as private space companies expand?

ISRO said its role will “progressively strengthen” in areas where its scientific expertise is most important, including frontier R&D, advanced technologies, human spaceflight, next-generation launch systems, deep-space and planetary missions, and strategic national capabilities. The agency said it will continue developing “cutting-edge technologies”, including advanced payloads for communication, navigation and Earth observation, sensors, propulsion systems and other critical technologies. At the same time, “mature and routinely manufactured systems can increasingly be scaled through industry”, ISRO said.

“Production of mature launch vehicles, routine satellites and other established systems can increasingly be undertaken by industry or PSUs through appropriate competitive processes,” it added. According to ISRO, this will allow it to devote more resources and scientific manpower to the next generation of technologies and missions, while the wider ecosystem provides the investment, manufacturing capacity and scale required by an expanding national space programme.

The agency said the new institutional architecture gives each part of the space ecosystem a distinct role. The Department of Space will provide overall policy direction, while ISRO will remain the core organisation for “advanced R&D, technology development and national missions”.

IN-SPACe will facilitate and authorise the participation of non-government entities, while NSIL will undertake commercialisation and industry-led utilisation of mature capabilities. Industry and startups will contribute investment, innovation, manufacturing capacity and market access.

ISRO also stressed that “ownership and control of critical national space infrastructure and strategic capabilities will continue to remain with the Government”. Private participation in operations and services will be enabled where appropriate and will remain subject to “national-security, safety and other regulatory requirements”.

Why does ISRO want industry to scale mature space technologies?

ISRO said the expansion of the private space sector is necessary as India seeks to significantly increase the scale of its space economy.

The agency said India now has more than 450 space startups, compared with only a handful in 2020. These companies are working across launch vehicles, satellites, propulsion, ground systems, Earth observation, communications and space applications. India’s space economy is currently estimated at around $8.4 billion, ISRO said, while the country aims to increase its share of the global space market to $44 billion by 2033. “That scale cannot be achieved through government resources and ISRO’s manpower alone,” the agency said.

It added that achieving the target will require “private capital, industrial capacity, entrepreneurship and global market access”. ISRO said a stronger domestic space industry can “augment ISRO’s capabilities, strengthen domestic supply chains, attract talent and investment, increase production and competitiveness, and enable India to capture a larger share of the global space economy.”

The agency said the shift is particularly important as India works towards its Space Vision 2047, which includes establishing the Bharatiya Antariksh Station by 2035, undertaking an Indian crewed mission to the Moon by 2040, developing next-generation and reusable launch systems, and pursuing sustained lunar and planetary exploration.

“These are technologically demanding missions that require ISRO to remain focused on advanced research and capabilities that cannot simply be substituted by commercial activity,” the agency said.

The stated objective, ISRO said, is therefore to allow industry to scale mature capabilities while ISRO pushes India towards the next technological frontier.
