The Suvendu Adhikari-led West Bengal government has built up a sizeable investment pipeline within its first six months in office, with proposals, land allocations and fresh expressions of interest together running into more than ₹1.4 lakh crore, according to publicly reported announcements.

However, the figures need to be read with caution. They represent a mix of investment proposals, proposed projects and early-stage corporate plans, and should not be treated as actual investments already realised on the ground.

₹60,000-crore projects get land

The clearest set of commitments came in September, when the state government handed over around 580 acres of land to 33 industrial projects involving an estimated ₹60,000 crore of proposed investment. The projects span sectors including semiconductors, defence, solar energy, electric vehicles, pharmaceuticals, steel, food processing, and textiles, and are expected to generate nearly 62,000 jobs.

Earlier, Industry Minister Tapas Roy had said that the new government had received investment proposals worth more than ₹28,000 crore within the first three months after taking office. These included announced and proposed investments across sectors such as healthcare, logistics, warehousing, manufacturing and steel.

Vedanta, JSW add to investment pipeline

The investment pipeline has expanded further in recent weeks. Vedanta Chairman Anil Agarwal said the company was exploring investments of ₹70,000-80,000 crore in West Bengal for power-generation facilities and an aluminium smelter. The proposals, however, remain subject to feasibility assessments and other approvals.

Meanwhile, JSW Group chairman Sajjan Jindal held discussions with Chief Minister Adhikari this week on potential investments across power, power systems, ports, cement and steel. One report said the discussions involved plans estimated at around ₹50,000 crore, although the company and the state government have not publicly disclosed a formal investment commitment.

Adhikari inaugurated India's largest integrated phenol and acetone plant, set up by AdPerMa, a subsidiary of Haldia Petrochemicals Ltd. Describing the facility as a boost to industrial growth and employment generation in the state, Adhikari said it would open up new opportunities for West Bengal. He also visited the plant premises along with Haldia Petrochemicals Chairman Purnendu Chatterjee and other dignitaries, and interacted with officials, engineers and workers involved in the project.

Policy push to convert proposals into projects

The new government is now attempting to convert this investment interest into actual projects through a fresh industrial and investment policy, faster clearances and a larger industrial land bank.

The state has identified more than 5,000 acres of unused land held by central public sector undertakings that it hopes to bring into its land bank to support industrialisation.

Chief Minister Adhikari is also set to unveil the Investment Promotion Policy, 2026, with the government focusing on direct land purchase, land pooling and better utilisation of unused industrial land.

The key challenge for the government will now be translating announcements and MoUs into projects under implementation. Of the investment figures announced so far, the ₹60,000 crore associated with the 33 projects that have received land allocation represents the most concrete pipeline, while several larger proposals from companies such as Vedanta and JSW are still at exploratory or discussion stages.
