Himanta Biswa Sarma lays foundation stone for Adani Power’s ₹48,000-cr Assam plant

Assam chief minister Himanta Biswa Sarma on Sunday laid the foundation stone for Adani Power’s ₹48,000-crore, 3,200 MW ultra-supercritical thermal power plant at Chapar in Dhubri district, marking one of the largest single investments in the northeastern state.
The project is expected to generate up to 20,000 jobs during the construction phase and around 5,000 jobs once operational. Commissioning is scheduled to take place in phases from December 2030, according to Adani Power.
The ceremony was attended by senior state government officials, industry representatives, local community representatives and Jeet Adani, director, Adani Group.
“The 3200 MW Chapar project is a proud outcome of the confidence generated by the Advantage Assam Investor Summit 2.0,” Sarma said. He added that the nearly ₹48,000-crore project would be one of the largest single investments ever made in Assam and would generate employment, increase economic activity and contribute to SGST revenues.
Adani’s ₹63,000-crore power push
The Chapar plant forms part of a broader ₹63,000-crore power investment planned by the Adani Group in Assam.
Of this, around ₹48,000 crore is earmarked for the thermal power project, while approximately ₹15,000 crore will be invested through Adani Green Energy in two pumped storage plants with a combined capacity of 2,700 MW. Adani Energy Solutions is also implementing smart-metering projects in the state.
Across power, aviation and cement, the group's investments in Assam are expected to exceed ₹80,000 crore, with the company saying projects are moving from commitments to execution over the next three to four years.
Four 800 MW units
The Chapar facility will comprise four units of 800 MW each and use ultra-supercritical technology, incorporating high-efficiency systems and modern environmental safeguards. Once commissioned, it is expected to supply power for household, commercial and industrial requirements in Assam.
Jeet Adani said the project would bring reliable and affordable electricity while creating opportunities for local contractors, suppliers and businesses.
“We are proud to invest in Assam and be part of the state’s economic growth,” he said, adding that Assam's geography could make it a “battery” for India and help power the country's future growth.
Adani Power emerged as the successful bidder for the 3,200 MW project through a competitive bidding process in October 2025 and subsequently received the letter of award from Assam Power Distribution Company Ltd (APDCL) in November 2025.
The group’s wider Assam investments also include Terminal 2 at Guwahati's Lokapriya Gopinath Bordoloi International Airport, which became operational in February 2026.
