Scindia announces India's frst telecom manufacturing zone in Gwalior; MoU to be signed on July 30

Union Minister for Communications Jyotiraditya M. Scindia on Wednesday announced that India will establish its first Telecom Manufacturing Zone (TMZ) in Gwalior, Madhya Pradesh, as part of the government's efforts to build a globally competitive telecom manufacturing ecosystem.

Speaking at the launch of the India Mobile Congress (IMC) 2026 theme in New Delhi, Scindia said the proposed TMZ would be a key pillar of India's telecom manufacturing strategy as the country prepares for the next phase of digital infrastructure growth.

The Ministry of Communications said in a statement that the Department of Telecommunications (DoT) and the Government of Madhya Pradesh will sign a memorandum of understanding (MoU) on July 30 at Vigyan Bhawan in New Delhi for the establishment of Phase I of India's first Telecom Manufacturing Zone (TMZ) in Gwalior.

The MoU signing ceremony will be attended by Scindia, Madhya Pradesh Chief Minister Mohan Yadav, Minister of State for Communications and Rural Development Chandra Sekhar Pemmasani, along with senior government officials and industry representatives.

Calling the project a landmark initiative, the ministry said, "The establishment of India's first Telecom Manufacturing Zone at Gwalior marks a significant milestone in strengthening the country's domestic telecommunications manufacturing ecosystem and advancing the vision of Prime Minister Narendra Modi's Aatmanirbhar Bharat."

The ministry said the initiative seeks to "create a world-class manufacturing ecosystem for telecom equipment and allied technologies by attracting investments, fostering innovation, encouraging indigenous design and manufacturing, and accelerating the development of next-generation telecom products and solutions."

According to the ministry, the Telecom Manufacturing Zone is expected to "serve as a catalyst for the growth of telecom equipment manufacturers, technology companies, MSMEs, start-ups and other stakeholders across the telecom value chain." It added that the project will generate substantial employment opportunities, enhance regional industrial development, strengthen supply chain resilience and position India as "a global hub for telecom manufacturing and innovation."

The ministry further said the MoU will "formalise the framework for cooperation towards the establishment of TMZ Phase I in Gwalior, further reinforcing the Centre-State partnership in driving India's telecom manufacturing and technology ambitions."

The event will bring together senior officials from the Government of India, the Government of Madhya Pradesh and stakeholders from the telecommunications sector to discuss the roadmap for developing the country's first dedicated telecom manufacturing zone.
