Agnikul, ICEYE join hands to build India’s sovereign satellite intelligence capability

Indian private space startup Agnikul Cosmos on Wednesday signed a memorandum of understanding (MoU) with Finnish satellite operator ICEYE to explore the development of an end-to-end sovereign Synthetic Aperture Radar (SAR) earth observation capability in India, marking a step towards strengthening the country’s indigenous space-based intelligence infrastructure.

The partnership aims to combine ICEYE’s expertise in SAR satellite technology and planned satellite manufacturing capabilities in India with Agnikul’s indigenous responsive launch systems. The companies plan to explore a model where satellites are manufactured in India and launched aboard Agnikul’s rockets, reducing dependence on overseas launch schedules while supporting national security, disaster management and critical infrastructure monitoring.

Reducing reliance on foreign launch timelines

“Previously, building and launching a satellite system privately in India mostly meant piecing together foreign technology and waiting on timelines that we as a nation did not control,” said Srinath Ravichandran, co-founder and chief executive officer of Agnikul Cosmos.

“Applications such as disaster response, sensitive area monitoring and security are national priorities, and India deserves sovereign capabilities to support them,” he added.

The companies also intend to develop a repeatable satellite-to-launch model capable of supporting long-term deployment programmes in India as well as international markets.

Focus on sovereign space capabilities

ICEYE, which operates the world’s largest SAR satellite constellation, said India is emerging as an important market for sovereign intelligence capabilities.

“India is an important market for us as demand for sovereign intelligence capabilities continues to grow globally. Partnerships built around speed, reliability and long-term execution are becoming increasingly important in these times and this is what we seek to build with Agnikul,” said Rafał Modrzewski, co-founder and CEO of ICEYE.

The Finnish company has launched more than 70 SAR satellites and has delivered sovereign satellite constellations to seven European governments, including Poland, Sweden and Germany. It views India as a potential Asia-Pacific manufacturing hub capable of producing satellites for both domestic programmes and export markets.

For Agnikul, the partnership expands its portfolio of international collaborations across India, the Middle East and Australia. The announcement was made at BharatInnovates in Nice, France, where the Chennai-based startup showcased its reusable launch vehicle technology. Agnikul completed its maiden launch in 2024 from India’s first private launchpad, using its in-house developed single-piece 3D-printed rocket engine.
