PM Modi to launch Modified UDAN scheme, inaugurate ₹1.06 lakh crore projects in Rajasthan; open semiconductor facility in Gujarat

Prime Minister Narendra Modi will visit Rajasthan and Gujarat on Friday, where he will launch the Modified UDAN scheme, inaugurate the new terminal at Jodhpur Airport, unveil development projects worth around ₹1.06 lakh crore in Rajasthan, and inaugurate a semiconductor assembly and testing facility in Gujarat. 

The Prime Minister will begin his visit in Jodhpur at around 10:45 am by inaugurating the new terminal building at Jodhpur Airport and launching the Modified UDAN (Ude Desh ka Aam Nagrik) scheme aimed at expanding regional air connectivity. 

Modified UDAN scheme launched 

The revamped UDAN scheme comes with an outlay of ₹28,840 crore over the next 10 years to strengthen regional aviation connectivity. 

The scheme envisages the development of 100 aerodromes from existing unserved airstrips with an investment of over ₹12,000 crore, while more than ₹2,500 crore has been earmarked for operations and maintenance support to ensure the viability of regional airports during their initial years. 

It also proposes the development of 200 modern helipads, continuation of Viability Gap Funding (VGF) exceeding ₹10,000 crore for airlines, and procurement of indigenous aircraft and helicopters, including HAL Dhruv and Dornier platforms, to improve connectivity in remote regions. 

The Prime Minister will travel to Balotra, where he will dedicate, inaugurate and lay the foundation stone for projects spanning petrochemicals, transport, railways, roads, renewable energy, and power transmission before addressing a public gathering. 

Later in the day, Modi will visit Sanand near Ahmedabad to inaugurate the CG Semi Outsourced Semiconductor Assembly and Test (OSAT) facility, marking the commencement of commercial production at one of the country's first semiconductor packaging units under the India Semiconductor Mission. 

New terminal at Jodhpur Airport 

Modi will also inaugurate the new terminal building at Jodhpur Airport, developed at a cost of ₹480 crore. 

Spread across more than 23,000 square metres, the terminal has the capacity to handle 2 million passengers annually. Designed with architectural elements inspired by Rajasthan's heritage, including arches and jharokhas, the terminal incorporates energy-efficient systems, water conservation measures, and green building features aimed at securing a 5-Star GRIHA rating. 

₹1.06-lakh crore development push in Rajasthan 

In Balotra, the Prime Minister will dedicate India's first greenfield integrated refinery-cum-petrochemical complex at Pachpadra. 

Developed as a joint venture between Hindustan Petroleum Corporation Ltd. (HPCL) and the Rajasthan government, the 9 MMTPA refinery-cum-petrochemical complex has been built at an investment of over ₹79,450 crore. The project has a petrochemical production capacity of 2.4 MMTPA and is expected to strengthen India's energy security, reduce dependence on imports and promote downstream industries through a proposed petrochemical and plastic park. 

Among other projects, Modi will lay the foundation stone for Phase 2 of the Jaipur Metro, estimated to cost over ₹13,000 crore. The project will comprise a 41-km north-south corridor with 36 stations, connecting Sitapura, Vishwakarma Industrial Area (VKI), Jaipur Airport, SMS Hospital and other major commercial and residential hubs. 

The Prime Minister will also dedicate the Churu-Sadulpur and Churu-Ratangarh rail line doubling projects, built at a cost of around ₹900 crore, to improve rail capacity and freight movement in north-west Rajasthan. In addition, he will inaugurate the four-laning of NH-125A (Jodhpur Ring Road Section-2), developed at a cost of about ₹740 crore, to improve connectivity around Jodhpur. 

Renewable energy projects 

Modi will dedicate SJVN's 1,000 MW Bikaner Solar Energy Project, developed with an investment of around ₹5,500 crore, and NHPC's 300 MW Karnisar Bikaner Solar Energy Plant. 

He will also inaugurate a transmission line built at a cost of over ₹1,900 crore for evacuating renewable energy from Rajasthan's Renewable Energy Zone (REZ) and lay the foundation stone for a 530-km transmission system to facilitate future renewable power evacuation. 

During the event, the Prime Minister will also distribute appointment letters to around 54,000 newly recruited employees across various Rajasthan government departments. 

Semiconductor facility in Gujarat 

In the final leg of his visit, Modi will inaugurate CG Semi's OSAT facility at Sanand in Gujarat. The project, developed with an investment of over ₹7,500 crore, is among the first four semiconductor projects approved under the India Semiconductor Mission. With the start of commercial production, the facility marks a major milestone in India's semiconductor manufacturing ambitions. 

Once fully operational, the plant will have an annual production capacity of up to 5 billion semiconductor chips and will cater to customers across the automotive, industrial, telecommunications, 5G and Internet of Things (IoT) sectors. The facility offers end-to-end semiconductor assembly and testing services, including wafer sorting, packaging, testing, product characterisation and logistics support.
