India’s semiconductor rollout gains first SME-led chip plant as Rajasthan steps into high-tech manufacturing with ₹150 crore export-linked packaging facility and ₹1,200 crore electronics cluster pipeline

Rajasthan has formally entered India’s semiconductor ecosystem with the inauguration of India’s first SME-led semiconductor assembly, testing, marking and packaging (ATMP/OSAT) facility at Bhiwadi, alongside a new Electronics Manufacturing Cluster (EMC) aimed at scaling electronics production in the NCR-linked industrial belt.
The twin inaugurations were virtually conducted by Union electronics and IT minister Ashwini Vaishnaw, marking a fresh phase in India’s effort to decentralise high-tech manufacturing beyond traditional electronics hubs. The event was also attended by Rajasthan chief minister Bhajan Lal Sharma and Union minister Bhupender Yadav.
Vaishnaw called the development a “historic day” for Rajasthan, underlining that semiconductors have become a geopolitically critical sector where India is rapidly building domestic capability. He said India’s electronics output has expanded nearly six times over the past 12 years to about ₹13 lakh crore, while exports have climbed to around ₹4.24 lakh crore, with mobile phones emerging as the country’s largest export category.
At the centre of the announcement is Sahasra Semiconductors Pvt. Ltd., which has set up India’s first SME-led commercial semiconductor packaging unit under the SPECS scheme. Built with an investment of over ₹150 crore, the 57,000 sq. ft. facility includes Class 10K and 100K cleanrooms and will package memory chips, flash storage, LED driver ICs, eSIMs and RFID components.
The unit currently has an annual capacity of about 60 million semiconductor units and is expected to scale to 400–600 million units over the next 2–3 years. Over 60% of its output is already being exported to markets including the US, Germany, France, Eastern Europe, China and Nepal, positioning it as an export-oriented node in India’s emerging chip value chain.
Alongside the semiconductor unit, the ELCINA-developed Electronics Manufacturing Cluster (EMC) at Salarpur spans 50.3 acres with a project cost of ₹46.09 crore, including ₹20.24 crore of central support under the EMC scheme.
The cluster has already attracted planned investments exceeding ₹1,200 crore from 20 companies, with over ₹900 crore operational across 11 firms. These companies span electronics components, EV parts, RFID systems, industrial electronics and HVAC equipment, collectively generating employment for over 2,700 people.
Officials said the cluster’s proximity to the National Capital Region, along with integrated infrastructure such as testing labs, training centres and skill development facilities, is designed to make Bhiwadi a competitive electronics manufacturing destination.
Rajasthan’s semiconductor policy announced in March 2026 further signals the state’s intent to position itself within India’s expanding chip and electronics manufacturing network, as the sector shifts from policy announcements to distributed industrial execution.
