In a significant step towards strengthening India’s emergency healthcare ecosystem, the Government has launched the PM RAHAT (Road Accident Victim Hospitalization and Assured Treatment) Scheme, providing cashless treatment to road accident victims. Approved by the Prime Minister from Seva Teerth, the initiative emphasizes timely intervention, citizen protection, and financial assurance for hospitals.

Road accidents remain a major public health challenge in India, with nearly 50% of fatalities preventable if victims reach hospitals within the critical first hour, known as the “Golden Hour.” PM RAHAT integrates accident reporting, emergency response, and hospital admission into a technology-driven framework to minimize delays and maximize survival chances.

ERSS 112 helpline ensures rapid coordination

The scheme works in tandem with the Emergency Response Support System (ERSS) 112. Accident victims, bystanders, or Good Samaritans can dial 112 to access ambulance services and the nearest designated hospital, enabling swift coordination between police, emergency responders, and healthcare providers.

Cashless treatment and structured care

Eligible victims are entitled to cashless treatment up to ₹1.5 lakh per person for seven days post-accident. Stabilization care is provided for 24 hours in non-life-threatening cases and up to 48 hours for life-threatening cases, with police authentication through an integrated digital platform ensuring accountability without delaying care.

Technology-driven reimbursement system

The program leverages the Electronic Detailed Accident Report (eDAR) platform and Transaction Management System (TMS 2.0) of the National Health Authority, providing end-to-end digital management from accident reporting to claim settlement. Hospitals are reimbursed via the Motor Vehicle Accident Fund (MVAF). Insured cases are covered by General Insurance contributions, while uninsured or hit-and-run cases are funded by government allocations. Claims approved by State Health Agencies are settled within 10 days, ensuring uninterrupted care.

District-level grievance redressal

A designated Grievance Redressal Officer under the District Road Safety Committee resolves complaints, reinforcing accountability at the local level.

By combining rapid medical intervention, financial assurance, and digital accountability, PM RAHAT aims to reduce road accident fatalities and strengthen India’s emergency care and road safety framework.
