The Union Cabinet's approval of ₹8.7 lakh crore for the Jal Jeevan Mission sparked a rally in water infrastructure stocks 

Shares of irrigation, pipe and water infrastructure companies saw strong buying momentum on Wednesday, even as the broader market remained weak, after the Union Cabinet approved the next phase of the government’s flagship rural drinking water programme, Jal Jeevan Mission, with a total outlay of about ₹8.7 lakh crore.

Boosted by the development, shares of Shakti Pumps (India) surged 19% to ₹583.30 on the BSE, while Jain Irrigation Systems rallied 12.5% to ₹36.52. Pipe manufacturers also witnessed strong buying interest, with Apollo Pipes rising 5.6% to ₹403.50 and Prince Pipes and Fittings gaining 6% to ₹263.50.

Other related stocks also traded higher. Supreme Industries , Finolex Industries and Responsive Industries rose nearly 2% on the BSE.

Meanwhile, the BSE Sensex and NSE Nifty were trading lower by 0.6% each as persistent concerns about escalating geopolitical tensions in the Middle East weighed on market sentiment.

What fuelled rally in water-linked stocks?

The surge in water-linked stocks came after the Union Cabinet, chaired by Prime Minister Narendra Modi, on Tuesday approved a major restructuring of the government’s flagship rural drinking water programme, Jal Jeevan Mission, shifting its focus from infrastructure creation to long-term service delivery and sustainability of piped water supply in villages.

As part of the revamp, the Cabinet cleared an enhanced total outlay of ₹8.69 lakh crore for the mission. The Centre’s assistance has been increased to ₹3.59 lakh crore, up from ₹2.08 lakh crore approved in 2019–20, implying an additional central share of ₹1.51 lakh crore.

The revamped framework aims to strengthen drinking water governance and institutional mechanisms to ensure sustainable rural water supply. Officials said the next phase will prioritise reliable service delivery, operation and maintenance systems, and stronger community participation rather than focusing solely on building infrastructure.

To support this shift, the government will roll out a national digital framework called Sujalam Bharat. Under the system, every village will be assigned a unique “Sujal Gaon” or Service Area ID, enabling authorities to digitally map the entire drinking water supply network—from the source to the household tap. The digital mapping is expected to improve monitoring, transparency and maintenance of rural water systems.

Community participation will also play a larger role in the new phase of the programme. The government plans to introduce “Jal Arpan”, under which Gram Panchayats and Village Water and Sanitation Committees (VWSCs) will participate in commissioning and formally taking over water supply schemes. A Gram Panchayat will certify completion of works and declare itself “Har Ghar Jal” only after confirming that adequate in-village operation and maintenance systems have been established by the respective state government.

The mission has already made significant progress since its launch in 2019. At that time, only 3.23 crore rural households—around 17%—had access to tap water connections. Since then, over 12.56 crore additional rural households have been provided with tap water connections under the programme. As a result, around 15.80 crore rural households—about 81.61% of the total 19.36 crore identified by states and Union Territories—now have tap water connections.

The government said Jal Jeevan Mission 2.0 aims to ensure tap water connections for all 19.36 crore rural households by December 2028 and facilitate certification of every Gram Panchayat as “Har Ghar Jal.” The programme will be implemented through separate agreements with states and Union Territories to ensure adherence to timelines and the sustainability of water supply systems.
