Even as the ongoing Global Artificial Intelligence (AI) Summit hosted by India in New Delhi is positioning the country as a partner in global AI cooperation, supporting shared standards, collaborative frameworks, and scalable solutions for public good, about a dozen States – from Uttar Pradesh to Kerala, have their own AI related plans and policies that will add to the country’s AI strengths. While some are in the process of putting a formal policy framework in place, others have already done it. Here is a snapshot of what each State has to offer:

UTTAR PRADESH

The State government has announced plans for an Al City project in Lucknow to project the State capital as a future-ready hub for artificial intelligence and emerging technologies. The Al City is planned as a phased development, starting with a 15-20-acre core zone and expanding to over 100 acres. The project will feature an iconic IT tower, startup-focused workspaces, commercial blocks, advanced data centre capabilities, and integrated urban and social infrastructure. Key components include an Innovation Centre, Centre of Excellence, Skill Development Institute, and state-of-the-art labs for Al, ML, robotics, and data science, all designed with sustainability and green infrastructure at the core.

HARYANA

The State government plans to establish “Haryana AI Mission” to promote AI in the state. It has received an assurance from the World Bank for Rs 470 crore assistance to implement the Mission. Under this mission, one AI hub each will be established in Gurugram and Panchkula, where 50,000 youth will be trained in new technologies.

RAJASTHAN

The State has announced “Rajasthan AI/ML Policy 2026” to strengthen governance, accelerate economic growth, foster research, and innovation, and generate high value employment. The launch of the policy followed by the launch of Rajasthan’s AI portal is expected to ensure that AI systems become more transparent, fair, and accountable to the principles of integrity. The State aims to use artificial intelligence and machine learning to make public service delivery faster, more transparent, and more citizen-centric to enhance administrative efficiency and also promote innovation-driven economic growth

ODISHA

The State notified its AI Policy in 2025, and established an ‘Odisha AI Mission’ to implement the policy. The core areas of focus include governance, education, healthcare, agriculture and farmer empowerment and climate change and disaster management. The strategic framework developed to realise Odisha’s AI vision gives thrust to infrastructure development,  AI skill development, energy availability and ethical use guidelines. Data governance, cyber security, ease of research are among the important components of the policy.

MAHARASHTRA

The state has India’s first Agri-AI Policy in place. The ‘Maha Agri-AI Policy 2025-2029’ aims to integrate Artificial Intelligence (AI), Generative AI (GenAI), and frontier digital technologies across the agricultural value chain. It envisions a technology-driven, farmer-centric transformation that enhances productivity, climate resilience, and farmer incomes, keeping in mind India’s development objectives and the UN Sustainable Development Goals (SDGs). The Policy allows funding upto Rs 40 lakhs to researchers and start-ups for discovery and ideation in the particular segment. Once it reaches pilot and validation stage, the support can go upto Rs 2 crore. The Policy also offers support to access farmer networks, test beds, and state-level data ecosystems and provide guidance for commercial readiness and policy integration

GOA

The State’s ‘AI Mission 2027’ Sets Roadmap for a citizen-first digital transformation. As part of the mission, a Goa AI Advisory Council and Sec 8 company to drive the AI ecosystem in the state is in place. Establishment of an AI Centre of Excellence (COE) and AI Lab are part of the  policy. The state government says the focus is on capacity building, ethical and responsible AI, and turning innovation into impact.

TELANGANA

The Telangana Data Exchange (TGDeX) is an initiative by the ITE&C Department, Government of Telangana aimed at accelerating AI-led innovation through secure data exchange. TGDeX brings together a unified collection of curated data banks, open source AI models, real-world Use Cases, and a Sandbox IDE—all in one place. The platform empowers startups, developers, researchers, and public sector entities to access, share, and utilize data to build AI solutions that address critical, citizen-centric challenges across the state.

ANDHRA PRADESH

AI City Amaravati project of the Andhra Pradesh government aims to establish India’s first dedicated AI-driven city. This initiative seeks to position Amaravati as a global centre for AI research, innovation, and industrial growth, transforming it into a smart city powered by artificial intelligence. The State government and NVIDIA have also signed an MoU to establish an AI University in Visakhapatnam. By 2035, the government wants AI City Amaravati to host mega AI projects, AI universities, supercomputing centres, and global AI summits, positioning India as a top three AI superpower in the world.

KARNATAKA

The Karnataka Information Technology Policy 2025-2030, promotes the emerging technologies such as Artificial Intelligence (AI), Blockchain, Quantum Computing, Green IT, and advanced Cybersecurity. It aims to integrate Al seamlessly with the State's already dominant IT sector, positioning Karnataka as an “AI native" destination that can unlock new economic opportunities, drive innovation, and enhance public service delivery.

TAMIL NADU

The State’s AI Mission focuses primarily on research and developing AI-driven solutions for governance. Use of AI in education, healthcare, employment and industry remain priorities.  Broadly, the government wants its AI Mission (TNAIM) to be a kinetic enabler of Tamil Nadu’s digital economy and make governance smarter and more data-led.

KERALA

The State’s AI Mission - Kerala AI Mission (K-AI)- brings together government bodies, technology innovators, startups, researchers, and citizens to harness Artificial Intelligence for the public good. The mission focuses on identifying real challenges from diverse sectors and co-creating AI solutions that are ethical, transparent, and people-centric. By uniting multiple stakeholders on a single platform, K-AI ensures that technology directly improves everyday life—whether it is predicting disease outbreaks, safeguarding communities, supporting farmers, enhancing education, or making governance smarter and more efficient.
