Sebi eases certification norms for sales staff at investment advisory firms

The Securities and Exchange Board of India (Sebi) has relaxed certification requirements for sales and client-facing staff at investment advisory firms, creating a separate qualification framework for employees who do not provide investment advice directly.
The move is aimed at reducing compliance burdens on registered investment advisers while ensuring that professionals offering investment advice continue to meet stringent qualification standards.
What has changed?
Under existing regulations, Persons Associated with Investment Advice (PAIA) are required to obtain certifications from the National Institute of Securities Markets (NISM).
Until now, employees associated with investment advisory firms were generally expected to clear the NISM Series X-A (Investment Adviser Level 1) and Series X-B (Investment Adviser Level 2) certification examinations.
However, following feedback from market participants, Sebi has introduced a lighter certification route for employees who only perform sales and other non-core functions. These include relationship managers, sales personnel and other staff who interact with clients but are not directly involved in providing investment advice.
Such employees will now be required to pass the newly introduced NISM Series XXV-B: Persons Associated with Investment Advice (Sales and Other Non-Core Services) Certification Examination.
Advisers still need higher qualifications
Sebi clarified that the relaxation applies only to employees performing sales and support functions.
Professionals who are directly involved in providing investment advice will continue to be required to clear both the NISM Series X-A and Series X-B certification examinations.
In effect, the regulator has created a distinction between advisory professionals and client-facing support staff, recognising that both roles require different skill sets and responsibilities.
Transition relief for existing employees
The market regulator has also provided relief to employees who already hold the Level 1 and Level 2 adviser certifications.
Such employees will not be required to immediately take the new certification. Instead, they can continue with their existing qualifications and obtain the new Series XXV-B certification only after the validity of their current certifications expires.
The circular comes into force with immediate effect and forms part of Sebi's broader ease-of-doing-business initiatives aimed at streamlining regulatory requirements without compromising investor protection.
