India has exercised its right to respond, pre-empt, and deter more cross-border attacks following the Pahalgam terror attack, said Foreign Secretary Vikram Misri in a press briefing on Wednesday.

The foreign secretary said India’s actions were “measured, non-escalatory, proportionate and responsible”.

“The latest attack in Pahalgam has understandably generated deep anger in J&K and other parts of India. Following the attacks, the Government of India naturally responded with a set of initial measures relating to our engagement with Pakistan. You are all aware of the decisions that were announced on April 23. However, it was deemed essential that the perpetrators and planners of the April 22 attack are brought to justice. Despite a fortnight having passed since the attacks, there has been no demonstrable steps from Pakistan to take action against the terrorist infrastructure on its territory or territory under its control. Instead, all it has indulged in are denials and allegations,” said Misri.

“Our intelligence monitoring of Pakistan-based terrorist modules indicated that further attacks against India were impending. There was thus a compulsion both to deter and to pre-empt. Earlier this morning, as you would be aware, India exercised its right to respond and pre-empt and deter more such cross-border attacks. These actions were measured, non-escalatory, proportionate, and responsible. They focussed on dismantling the terrorist infrastructure and disabling terrorists likely to be sent across to India,” Misri explained.

The foreign secretary said India’s latest action could be seen in the context of United Nations Security Council’s press statement on April 25, 2025 following the Pahalgam terror attack underlining, “The need to hold perpetrators, organisers, financiers and sponsors of this reprehensible act of terrorism accountable and bring them to justice.”

Speaking on today's action on terrorist camps in Pakistan and Pakistan-occupied Kashmir, Wing Commander Vyomika Singh said, "Operation Sindoor was launched by Indian Armed Forces to deliver justice to the victims of the Pahalgam terror attack and their families. Nine terrorist camps were targeted and successfully destroyed."

"Over the last three decades, Pakistan has built terror infrastructure. It is a complex web of recruitment and indoctrination centres, training areas for initial refresher courses and launch pads for handlers. These camps are located both in Pakistan as well as Pakistan-Occupied Jammu & Kashmir areas," said Singh.

Wing Commander Singh said the selection of targets for Operation Sindoor was based on credible intelligence inputs and the role of these facilities in perpetrating the terror activities. "The locations were selected to avoid damage to civilian infrastructure and loss of any civilian lives. This was done with due diligence," said Singh.

The strike on terror camps was taken through precision capability, said Singh. "Niche technology weapons with careful selection of warheads was ensured so that there was no collateral damage. The point of impact in each target was a specific building or a group of buildings. All the targets were neutralised with clinical efficiency and the results reiterate the professionalism of the Indian Armed Forces in the planning and execution of their operations," Singh said, adding that no military establishments were targeted.

"India has demonstrated considerable restraint in its response. However, it must be said that the Indian Armed Forces are fully prepared to respond to Pakistani misadventures, if any. That will escalate this situation," said Singh.
